Usually if they're by the filter, it can mean there's not enough oxygen for them - the movement in the water where it comes out of the filter is the place where there's the most dissolved oxygen.
Since you have a filter, then you should be getting movement to add oxygen. So you should look for reasons why the amount of oxygen might be lower. One could be that the water's too warm - as the temperature goes up, the amount of dissolved gasses it can hold decreases. Another possibility is that it's been a while since you've done a water change, and there's ammonia or nitrite building up in the tank - both of these interfere with the ability of your fish to get oxygen into its bloodstream, even in a well aerated tank.
I'd suggest that you check you tank's water temperature, and if it's where it should be, try doing a 25-30% water change and see if this helps (if you have a testing kit, you could test the water to confirm this is high first).

That doesn't sound good...my angels are always ready to eat.
As a matter of fact they have so much personality that they follow me around the tank everywhere I go...Something isn't making her happy. Try the water temp. Maybe someone else in the tank is harassing her? Try frozen blood worms...it's a real treat for 'em! Maybe a partial water change would help. Good Luck to ya, I hope she feels better soon.

Maybe or it's just that the temperature is too hot for them to eat. Fishes dont need to fed that much in a day.

my be the water is too cold or it's too hot, but she is not getting to lay eggs, angel is small though they dont eat much
