If my tree branch blows down in a storm and damages my neighbour's property, am I responsible?

yes - that falls under your homeowner's liability insurance. I don't know how you would think it wasn't your responsibility. The tree is on your property, and a branch blows down and damages your neighbor's property - it's your responsibility. Let's say you have a table sitting in your yard and a tornado blows it through your neighbors window - it's the same thing. It's your responsibility.

Insurance-wise: Only if the tree branch was dead before the storm. Then you would likely be negligent in not removing the branch and thus making it more likely to blow off and cause damage. I cannot predict, however, what a judge might decide in small claims court.

its not your fault that a storm knocked the branch off if your neighbor complains just kindly say u didnt know the tree would lose a branch in a storm and remove it from their yard and offer to help repair their damage

Insurance should cover it and there may be mitigating circumstances or you could not be liable at all but usually yes you are at the core. It is your responsibility to properly maintain your house grounds and property for the sake and safety of yourself and family, neighbors, visitors and periphery.

That's what home owners liability insurance is for. Home owners insurance is not just for fires in your home. If your neighbors kid falls and breaks his arm on you property, you are liable. The tree is yours, you are liable for it.
