The deal is this: the GVWR (or GCWR) is not based on how many pounds you're hauling, but how many pounds the vehicle (or combination) is rated for.

The basic classes are this:
Class D - Operator license (Car, pickup, SUV, etc)
Class C - light-duty, for hire (Taxi, limo, small shuttle, courier, etc).
Class B - Heavy Straight 26,001Gross Vehicle Weight Rating and over (Buses, dump trucks, cement trucks, etc), and pulling a trailer rated at less than 10,000 Lbs.
Class A - Gross Combination Vehicle Weight Rating of 26,001 and over and/or pulling a trailer over 10,000 Lbs.

A commercial license is required to drive ANY vehicle for hire, but the rating depends on what you will be driving. A non-commercial class B or A is available for people who drive a vehicle rated in the commercial class, but are not for hire.
