I would have to think it wouldn't be a good one to use. The UL (Underwriters Labratories) determines the compliance of products with safety standards, so this means that for some reason, the type of light you have wasn't considered safe.

In order to make it "safer", you'd first need to find out why it didn't meet the safety standards in the first place. A certified electrician might be able to help you out there.

agreew ith copper. you could plug in a GFCI outlet and use a glass top, but it may have nothing to do with water getting in the fixture, i woudl look at another light. electricla fires are more commen then you think, only if the house burned badly or people died does it get in the paper in in the news.
