Yes, with time unless the damage is so great that it will just leave a scar. No, fish cannot live without their scales, it's like their skin!
Buy some Melafix to put in the tank (it comes in a blue bottle and can be found at petstores everywhere) and this will help speed up the process of your fish being healed. Unfortunatly, if he's not healed within a weeks time, your fish will likely die because his slime coat has been torn away and he will be suspectable to bacterial and viral infections.

Yes. Goldfish scales are constantly being replaced with new ones. Fins are just like skin, if injured (not a severe injury), it just regrows.
