If you are not married it is a privilege. If you are married it is a expectation and a right, but not in an abusive way. In a loving way. In other words, if you are married and your spouse doesn't want sex, you are not to force it but find out why in a gentle loving way and work with the other person on it.
A "right" taken against the other's will would be rape.
