15 = 0.30 X
Divide both sides by 0.30

15 / 0.30 = X
50 = X

N is M of (what number) means

N = M * (what number)

so
fifteen is .30 of what number means
15 is .30 of (what number) means
15 = .30 * (what number)

what number = 15/.30 = 50
number = 50
