Alien societies dot the universe.
They probably parallel us in intelligence and technology.
They are probably short lived,350 to 500 years like us.
That span of time will determine the extent of their technology but their intelligence will stay about the same.
We will never meet one but logic tells them as it tells us that they do exist.

Question for you...
How do "you" measure being smart?
Is it by the number of college degrees one has earned at colleges and universities on Earth?
Is it by SAT Scores in pre-college examinations on Earth?
Is it by winning the most NOBEL Peace Prizes here on Earth?
What measuring stick would "you" like to use in making this determination?

Another question for you:
Given the extent of this question which appears to cover the entire Universe of which we can only see objects out as far as 40 Billion Light Years in every possible direction from Earth, did you really expect some reasonable response within 4 Earth Days? A reasonable response being the testing of the intelligence of all alien life within a radius of 40 Billion Light Years of where I am standing right now... Err-r
is that anywhere near what you had in mind? If so, I beg to suggest to you that that task is unachieveable in the time alotted, or within the budget provided (which was zero).

First you have to define what you mean by "smart".
Then, to figure out the answer, someone has to go out and measure the smartness of every alien in the universe.

Obviously, we'll never get an answer to this one, especially considering some of the aliens are probably in galaxies billions of lightyears away.

The word, "smart" is opinonated, and the word "alien" is controversial. Do you mean alien as in person from another country who moved to america, or some other country. Or do you mean an extraterestral, from some far off planet... Thus, until clarified... no answer...
