I wouldn't think anyone knows how many there are. However, you 2 statements are contradictory. If there is 1 camera to 15 people then there would only be about half a million. If also depends what you are counting. A large underground station could have up to 100, then there are cameras on buses (usually 2 each) and cameras in some taxis. The congestion charge scheme has several cameras at each exit/entry point and the City of London has cameras which record the number of every vehicle which enters the City. These are monitored by computer (although the pictures are stored) and any stolen or suspect vehicle is instantly passed to a near-by patrol car.

4 million? I seriously doubt it, and the 10,000 CCTV Cameras on Oxford Street claim is just laughable!
Oxford Street is only about a mile and a quarter long. That would equate to 8000 cameras per mile!

Britain has the most CCTV cameras per capita in th world, and in the average day of driving, working, walking, shopping, in the UK you can expect to be caught on camera over 300 times per day. So if you plan to come here, remember Big Brother is watching you!

I wouldn't doubt it. Why wouldn't there be 10,000 cameras in Oxford Street? The large stores probably have several hundred each, alone.
