I'm hoping you're asking about someone you already know, as opposed to a complete stranger. Stay away from the complete strangers. They may be dangerous, diseased or deranged. I assume you already know this, so let's stick with someone you know already.

If this is someone you value as a friend, this will take some time if you do it right. You want to keep your friendship and be respectful of one another's feelings. Probably the best way to do this is to do something alone that you both enjoy, and then start a conversation. Lead into current events, maybe, like the issue of gay marriage, or gays in the military. Perhaps you have a mutual friend who is gay, and you can discuss this person and his experiences. Once you size each up each other's opinions, you will have a good idea whether or not this person is receptive to the idea.

If you feel that there is a possibility here, and you're still enjoying each other's company, tell him in a very nice way how much you value his friendship, and MAYBE how you feel about him at this point. Trust your own feelings here.

As to how you go about it from here, trust your own judgement and go slowly. Good things are worth waiting for, and you don't want to scare him off by being too forward. If the chemistry is there, things will happen. If not, keep him as a friend but look to others for sex.
