FYI: it is against federal guidelines for a business to buy or sell turtles or tortoises under 4" for pet purposes. If they ask you to sign a form, they are just asking you to perjure yourself.

You yourself cannot be prosecuted, but the store can and should be penalized.

Any store that is willing to break the regulation is probably doing other things that are questionable.
