Start with the police. If they need it reported somewhere else (like Child and Family Services), they will tell you how to do that.

It kind of depends on who's being abused, and by whom.

Abuse of an animal, a person, yourself? Call social services or the police or the humane society if it's an animal.

Go to the police station, depending on whom is being abused they will tell you if you need to go somewhere else, but regardless they should be able to help you out.
