OK so I've Set the Comp to boot to CD and Everytime it Says
That it can do it?
It gives me these options

1.run in Safe Mode
2. Run Safe mode w/ Command promt
3. START WINDOWS NORMALLY

I really need to Reformat the disc A.K.A Re-install the OS
any Suggestions??

Is it saying it can't boot from CD

OR

is it saying Windows failed to properly load?(or similar)

If it's saying windows failed to load then you aren't booting from CD. Go into the the bios and make sure the boot order has the CD ROM before anything else.

If the CD ROM is setup to boot before anything else, then the CD you're using isn't bootable.

If you have the CD drive set to boot before the hard drive, then all you need do is to put the Windows CD in the CD drive and restart your system. When you see the page that says "Hit any key to boot from the CD, do so. That should start the XP installation. Now just follow the yellow brick road. Windows will walk you through the installation.

If I understand correctly, you have set your BIOS boot order for CD first and hard drive second; right?

1) Place the "Windows" CD in the drive.
2) Restart your computer and press any key when prompted.
3) Select "Install Windows" and allow the program to reformat your hard drive.
4) Pay attention if you have any third party devices like PCI to SATA Controllers and respond as soon as prompted.

The rest is just waiting for the operating to install itself.

You must have the CD in the drive before you start it up.
1. Turn on your computer. Place the CD in the drive.
2. Turn it off using the power or reset button. Keep the CD in the Drive
3. Turn your computer on again and you should be fine.
