you can only catch them if you have the following:
magby - leaf green version on your gba slot. Magby will then appear and they may be holding magmarizer. Trade magmar with this item to get Magmortar
elekids - fire red version on your gba slot. Same as magby, but they may hold electririzer.

4 magmar u have to evolve a magby and for elektabuzz............................... u evolve it from an elekid but it is almost impossible beacause elekid just apperas when u have fire red in the other slot
