In Canada, for example, they are facing a serious concern because the new generations are outnumbered by the baby boomers. This means - in their social assistance programs - that there will not be enough working people to provide for the older generations...

YES DEFINITELY.The world's total population is 6.7 billion and India has 1.6 billion population.So population control is necessary or the wild life habitats have to move elsewhere or they will be at the point of extinction.The earth's resources is already stretched to its breaking point.So the key part in controlling population is to have 1 or 2 children in order to maintain the economy and can also afford and educate them to their higher standards.If you produce dozens of children then they will end up on the streets.

Let's see: hmmm? That would be a definite YES! Look at it this way: scientists figure that without chemicals to control weeds, insects, etc. the world could provide for about 1 billion people. We are currently at 6.7 billion and counting.
Sooner or later, irrigation, fertilyzing, pesticides and herbicides will come back to haunt us; then the world probably would not support even 1 billion.

I think they should offer tax breaks for NOT having children instead of for having them.

If we continue to expand at this rate, the earth will implement population control.
