Without a doubt, the HP W2207 LCD Monitor, 22 Inch. It has a higher contrast ratio and I know HP to generally make solid LCD panels.

You could try a logical approach? For each of the criteria give a simple score that shows how important it is to you - e.g. Price is very important and therefore scores 5/5, Response Time is only of slight importance and scores 2/5 etc etc. This is called Weighting.
Then go through each model and give a score for how good it is for each feature - 1 being rubbish and 5 being brilliant.
Then multiply the score by the weight and add it all up for a total, which you can use to compare. If the HP has a really good response time then it gets 5 (score) x 2 (weight) = 10... + whatever it got for everything else.
You can use this method in almost any situation, especially where 2 parties are in strong disagreement over choice.

Who knows?
There are lies, damn lies and flat panel specifications.
The numbers given are generally 'typical' values, so you do not know what the maximum or minimum vales actually are.
Also there are many things missing from the spec list that can be very variable between panels:
Colour reproduction. Especially deep blues.
Gray scale reproduction. Many gray scale are not uniform
Gray colour point. That gray scale may be uniform, but it may not be shades of white but tinted slightly.
If you can find a John Lewis that has both of these and look at them side by side. See which one has better colours.
If you can't compare them in person, then both companies are reliable. As far as a know both use reasonable suppliers. The HP does have a slight edge on paper.

Personally I'd shop around a bit more. I tend towards the high end myself, but BenQ are gaining a good reputation, HP are always a 'safe' choice and Dell are great too.
Fujitsu I wouldn't spit on. One thing Fujitsu are (infamous) for is trying to wriggle out of warranties. A long time ago I swore never to trust them again and entering "Fujitsu +(choice words)" tell me things aren't a lot better. They might have cleaned up their act over the years, but mud sticks. Ask any (long) established dealer and they (along with Acer) will earn you a string of expletives.

you get what you pay for and with 22" just becoming a worth while choice, i have to suggest this: http://www.overclockers.co.uk/showproduct.php?prodid=MO-050-SA&groupid=17&catid=510&subcat=
ok, its around £50 more expensive, but it will last for years. true, im bias as i have one! but its excellent and wouldn't recommend it otherwise. check out specs and reviews for yourself.
hope this helps! (oh, the hp is best out the 2)
