Some ribbons, like satin and other fabrics will not currl on their own. Make sure your ribbon was made to curl. It should say Curling Ribbon on the package.
With curling ribbon, take the blade edge of a pair of scissors...it can be children's safety scissors of you're worried about cutting yourself...and place the ribbon tightly against the blade and hold it with your thumb. Pull the blade down the ribbon to the end and it should curl.
If you need to make standard ribbon curl, you can wind it around a pencil, a dowel or paper towel tube and apply fabric stiffener to it, let it dry and it will hold a curl. If you're wrapping a package, curl the ribbon with stiffener after you put it on the package.
You can get fabric stiffener from most craft and fabric stores.

for gift wrap or for things like hair ribbons? gift wrap ribbon, you buy curling ribbon and draw it over the edge of your sissors that curls it, if its for gross grain ribbon for hair or something you mix half white glue and half water, soak the ribbon, then wrap it tightly around a pencil that is wrapped with plastic wrap, make sure to use the plastic wrap or you will have a ribbon wrapped pencil for life, after the glue dries, simply slide the dried ribbon off the pencil because the glue will not stick to the plastic wrap.

place the ribbon between your thumb and the edge of a pair of scissors.......pull the ribbon across the blade. this will make it curly......don't cut yourself. your thumb and the scissors should remain still while you GENTLY pull the ribbon

use scissors and wrap the ribbon around them. or use a regular wood pencil and wrap the ribbon around it.
