The turn signal fuse may be tied into the same circuit as the back up lights. I would check ALL the bulbs on the car to see if there is a dead short in any one of them which could cause this problem. If you find a bulb burnt out, replace it - that also may fix the problem. Some double filament bulbs when they burn out have a filament drop down to another circuit within the bulb which can cause problems hard to find. Have someone walk with you around the car while you turn on and off all light circuits including turn signals, brake light s and hazard flashers. Otherwise it could be a short in the wiring or a bad ground.

Fuses blow for only one reason. Too much current for the circuit. Get a wiring diagram and trace the wiring from the fuse to all of the different components that the fuse services. By disconnecting wires to the different circuits you may find which one is giving you trouble. Good luck

If you don't feel able to do this, take it to the shop and have it repaired.

It's definately an electrical problem, possibly a wire that is getting moved or chaffed by your shifter. Unfortunately, your best choice is to take it to a reliable mechanic, which could be pricey depending on the exact problem.

Also try taking the car to a dealership. There are two recalls for the 1998 Contour involving the headlights, your problem may be related.
