Really its a mess, shouldn't we say hey lets stop right here and clean this crap up. We could do a house cleaning and get rid of meaningless junk and get rid of a bunch of regulations. our country has learned right from wrong shouldn't we have a level playing field and do away with things of the past? Then we can start with some common sense laws that work in a simple way.

You want to make politicians more qualified and remove partisanship from the process as much as possible?

Consider...

1. Presidential Primaries should go in order of the number of delegates per state, starting with the smallest and ending with the largest. This would allow candidates to stay in the race longer and let the voters have more time to be able to get to know them and their positions. And, the big states would still be the ones to ultimately put a candidate over the top (especially in a closely contested race).

2. Presidential Candidates should still be chosen by the Primaries and the National Conventions, as they are now. However, there should be no direct election of the President. The Candidate of the incoming minority party in the U.S. House of Representatives should then be the President of the United States. This would ensure Congressional Oversight for at least the first half of EVERY President's term in office. It would also virutally eliminate truth-questionable attack ads, since having your party win the House of Representatives would also guarantee the other party winning the White House. People would think twice about truth-questionable attack ads. This would also eliminate the Electoral College.

3. Nominees for Justices for the Supreme Court of the United States should be U.S. Circuit Court of Appeals Judges who have been U.S. Circuit Court of Appeals Judges for at least ten (10) years. This would ensure that no President could push any political favorite of his (or hers) from Judge/Lawyer to U.S. Circuit Court of Appeals Judges to Supreme Court Justice. In fact, they would have to seriously consider taking political views completely out of their selection process and actually go with the most qualified candidates if they want their U.S. Circuit Court of Appeals Judges to be viable candidates for the U.S. Supreme Court for whoever the President is after them.

4. The Supreme Court Justices should select their own Chief Justice. Who would better be able to judge who is the best qualified and commands the most respect among the Justices, than the Justices, themselves?

.

That's all in the Constitution, if we actually started using it to set policies & govern I think things would improve. But first it will take a strong & idealistic leader to do this, & frankly I don't see one with a chance to win in '08.
