I want to reverse a tubal ligation from 10 years ago. Age and natural factors aside, I would like the surgery. I know the ads and everyone is low cost; if you mean, $8000-$10,000. Please help.

Tubal ligation surgery is very cheap in India. The cost is very low and the medical services are very good in India.

what do you expect? It is microscopic surgery, and takes alot of technology and know how. 8 to 10 grand is a pittance when you consider how much goes into one. I very much doubt you will find it any less expensive anywhere else, unless maybe you go to a teaching university and let some newbie practise on you.
