the answer to this is YES and not no, you need to install a PCI or AGP VIDEO CARD W/H TV OUT into your computer system. Make sure you buy one with multiple adapter cables that route through S-Video, "and" RCA (this one being MOST IMPORTANT)! Some come with an adapter that converts S-Video to RCA. < If not, these are available at Radio Shack for around $20.00.
Also make sure you buy enough video ram for your needs,..ex: 256mb card.
You may have to purchase adapters if the TV is real old to convert the "screw-terminal style" connectors (not cable) over to CABLE STYLE (screw on). Radio Shack is a good place to go,..(have bought these there before) then you can use your VCR RCA "video input" on the front of it, plugging the RCA connector from your computer (PCI or AGP VIDEO CARD w/h TV OUT) cable into it (yellow port),....and use the CABLE line "output" on the VCR to connect to the TV.
You may connect the RCA video cable "directly" to the back of the TV "if" it has an RCA VIDEO "INPUT" CONNECTOR...YELLOW PORT!
VCR must be set to TV MODE (usually button is on the front of unit or on the remote) and your RESOLUTION on the computer CANNOT exceed 800 x 600 for TV VIEWING.
P.S. This setup will work fine (WITH A "REGULAR" TV, NOT NECESSARY TO HAVE A PLASMA OR FLAT LCD) as I have this type of setup hooked up here as an external view for company, to watch me play my online multiplayer games.

a monitor at a thrift store is cheap and also pawn shops sell em pretty cheap the tv wont work as a monitor unless its like a plasma or flat panel

Yes, but you won't like it. TV's do not have the resolution that Monitors have.
