If you are talking about the physical capability of engaging in sexual activity, then individuals are able to engage as early as four or five years old.
From a legal (and ethically moral) standpoint, it is sixteen in the U.K. for all, homosexual as well as heterosexual intercourse, although, a clause is in place that disallows persons in a position of 'trust' to engage with an individual if there is an age gap of more than three years.
Personally, I was sexually active from the age of eight and although it was wrong legally and ethically, I don't feel I have come to any real harm from it.
We are all sexual beings but our children are being denied proper guidance from their own parents and from the education system the rights and wrongs of sexual health matters.
We all do it. If not yet, some day we will, whether with someone, or by ourselves. No point in hushing it up in front of the kids. A parent, or parents need to take the initiative in guiding their children on sexual matters in a matter of fact way because they'll only be misled and end up confused as they grow up.
Sexual relations are for a purpose, well a few purposes really, when you think of it; procreation, fun, emotional need and...well...just for the hell of it!
A child cannot handle the complicated emotions that arise out of sexual relations, that's why there are laws in force to protect them until they are of an age when they can decide for themselves. But even then, most young people still can't handle the consequences of the sex act in itself!!

its not that you have to be a certain age, its that it's more common, and excepted at older ages, like 18, 21, and stuff. But you can have sex at the ages of 14, and 15, but if i were you I would wait.

You have to be old enough to be able to support a family -- the girl and the baby. Since no form of birth control is perfect, except abstinance (not having sex), and you don't know what you are doing, then it is highly possible the girl will get pregnant, and your plans for your life will be over.

Mostly it doesn't matter the USA people sometimes have sex at age 14 or 16 but with permission of parents. Or sometimes people just go for it.

Technially, it doesn't matter. Legally, in the US I believe it is 16 with someone up to 3 years your senior; otherwise, 18. But don't quote me on it.
It's best to just be ready and knowledgeable on the fact that there are many physical and emotional risks that go along with sex--STDs, pregnancy (of the girl obviously), emotional devasation....

old enough to understand and be ready for the consequences, not just the possibility of kids, AIDS and other gross stuff but redy for a commitment cause 9 times out of 10 the girl aint gunna let u hit it and quit it!and if you try to quit her it just gets worse!
