My daughter had a restraining order placed against her by a friend. She had to go to court and the whole thing is a lie. Now this friend is trying to contact her. Can you contact someone if there is a restraining order in place?

Call the police advice them this is going on
the little witch is probably trying to set up your daughter
which will lead the court to believe the first story and just cause more trouble
see if you can get a copy of all incoming calls from your phone company
and make sure you daughter isn't calling this friend

No you cannot contact anyone if you still have an active restraining order. However, if your daughter placed a false report, she can be liable for prosecution for filing fake reports. If her friend pursues this she can be in deep trouble.

contact your local law enforcement. It is not recommended and sometimes results in the restraining order being lifted.
