Yeah, but not enough to save you. Unless it is a very, very strong plastic bag, it will probably rip anyway.

Do you mean, falling OFF? And using the bag like a parachute? Yes, it will slow you down. Instead of 100 miles per hour, you will be going only 99 miles per hour.

It will so you down due to increased air resistance. But I'm not sure if that's going to save the person falling.
