what should i do to get a new scooty from my parents

just ask them for it & obviously you need it to commute to your place of work or education,you can always mention that as a reason to your parents.

What's wrong with your old "scooty"? How old are you? I'd suggest raising some money yourself or asking them what you can do around the house or for them that could contribute to them helping you purchase one.
