Personally, I have to say it depends on the film I'm watching. In a drama or comedy, I have to say the acting has to be very good and very believable. In fantasy or any action movie I have to say, I love special effects/music. For horror, it's got to be the plot, acting and "thrills" (music/scenery/characters)
My favorite film is Eternal Sunshine of the Spotless Mind...It's an example of a romance/drama/fantasy. I love everything about it...

Without a story and characters that people can connect to, it's nearly impossible to make a movie good. There are lots of low budget films out there that have lousy scenery, music, and even poor acting from some of the characters, and yet the movie is still great.
People can forgive a lot if there's a story.
A story doesn't necessarily mean a plot...

For me, a good movie is one which can make me 'believe' that the characters and story are 'real.' It needs to transport me into the world of fiction for the 2 hours (or however long it is) and make me forget the real world around me. Whether it makes me laugh, jump in fear..or even, yes, cry...it has to touch me.
As Mr Taco mentioned, the entire thing has to work as a whole. Nothing ruins that illusion as quickly as a very obvious blooper. That simply shows a director who doesn't care about quality. Save those for the extras on the DVD, don't allow them on screen.

What makes a good movie? Everything! Good acting, plot, cinematography, dialogue, characters... the whole thing. When it comes to movies, if all the parts are good, the whole is usually awesome.
