I believe the Cingular Air Card is a pcmcia card that is used in notebooks to receive Cingular's cellular internet service.

That service is not designed for network use or to provide a network gateway type of service.

If you want to connect the two pcs to share files and not both access the Internet, you can do this via a cross CAT5 cable; You need to assign static ip addresses in the same subnet to the two pcs and set folders for network share. This does not permit internet access for the device without the pcmcia card.
