how i get their ip numbers and then send messages like net send command in DoS

One of the purposes of a router is to provide Network Address Translation. This means that the private LAN IP address of the specific pc is translated by the router to the public ip address. Responses intended for a specific LAN pc received by the router's WAN is translated by the router and forwarded to the pc.

Unauthorized or unrecognized data coming to the WAN port is not translated to the LAN by the router. This is one of the firewall functions of routers.

If you want to contact someone, use conventional modes like e mail to do this.

You would need to know the ip address of the machines they are using. Their machines would need to be set up to accept net send, which by default is disabled.
