you need to make sure the templates are compatible with the new blogger system, is so you just copy and paste them into your template via your dashboard.
template/edit html

if they are not and you would still like to use one you can always revert to the "classic" blogger, there should be a link at the bottom of the edit html page which reads "convert to classic template"

To use a template, log on to blogger, and go to the tab labeled "Layout" on the "dashboard". There you may add and arrange page elements, like a banner and a sub-banner and a left-column and a right-column and maybe stuff in the right column and maybe a footer! To get a different template, at the top of the page is a little place to click called Pick New Template. The New Template, in each case, gives your page a "short cut" from which you start, to edit your blog page's "look and feel" (like, it's background, number of columns, and such...)

Once you have a template, you can place your cursor in a box and hold down the left button and drag that item to, say,a different column.

Once everything is where you want it, you can type stuff in where you want it, permanently, like, say, a title for that column ("Who I look like" or "What I think when I'm standing on my head" or...whatever...)

You can upload photos to place on parts of the screen...you can change colors of various parts, you can change colors and type styles of fonts.

If you get REALLY adventurous you can edit the HTML of a separate section of the page...

And finally, if you get INTENSELY ADVENTUROUS you can edit the HTML (including Google's "widget" language) of the entire page - Google offers Help files for even that!
