What kind of car? My wife's Dodge Stratus had the same problem. Her fan motor had to be replaced.
I should add that I put 3 resistor assemblies in the dodge, the faulty fan motor kept burning the resistor pack out.

There may be a seperate fuse for the high speed on the blower motor. Check the fuses first.

i had that same issue. took it to the repair shop and found the motor for the lower part didnt work.
check all the fuses first and then if it's unbearable, get it fixed. it cost me like $200 to get a new motor put in.
