Hint. Downtown LA is a textbook example OF civilized. Civilized is popularly used to mean polite and refined, positve personal qualities, the opposite of barbaric.

Ok. Civilized people live within a civil structure. Our modern civilization relies heavily on civil infrastructure. besides government, which has already been mentioned, this includes cities (another related word).

The word barbaric comes from the Greek 'barbaros', which simply means foreigner, i.e. not Greek, i.e. not civilized.

Civilized is from the Latin, civiliis, which means citizen and carries all of their connotations of an educated, analytical, intelligent electorate. So you could argue that the opposite of civilized is U.S. American.

War is the opposite of civilized. Some countries are very good at this & some countries are very good at trying to be uncivilized, like Iran, North Korea, Cuba & Venezuela.

That's easy. When someone says politely, "would you please pass the mashed potatoes," and then calmly begins to scoop out a generous portion for themself with a big handful. No utensils used. Then smiles and says, "I think I will try the soup."
