I'm a VIP member to this website. I donated money and received the status. Being a VIP member on the share-site, you gain access to a FTP server that contains games, movies, music, etc. Now what I want to know is that, Will I be charged anything? (On my internet bill or phone bill) if I connect to the FTP server and download? It's 4GB and about 2 hours to copy over to my computer, I don't want to be charged..

Unless you have a set bandwidth by your ISP, you should not be charged.

it sounds what you are doing is illegal...
but if you exceed your monthly allowance your internet might get shut off
so if you download 4 movies and 2 games in 1 month you could be evading the fair use policy i did that once its not nice

No you won't be charged for uploading to their site, they pay for their site and only gave you privileges to add content
