Yes an avi is video type of many codecs like,DivX and Xvid.
Windows movie maker is a good program to use. Simply search for the file, and when it finally shows up on the film strip find the option to save it. By default it will be WMV (windows Media Video) and you can choose the bitrate and quality of the output video.

Not sure if you can compress it that much while keeping it in good quality. You can try zipping it using WinZip or AlZip or something like that. You could also convert it to a different format (although it will lose video quality)...you could try WMV.

wmv will get you the best size/quality ratio use mindows movie maker to save it as a wmv file

You need a converter software. You can try WinAVI converter.
