I would suggest a cage with a slightly larger footprint then that, try one of the larger critter pals. The short ones are fine, obviously scorpions don't need any height. An emperor that is constantly scurrying and climbing is definitely not happy, he's a bit stressed by either the change of environment or lack of hiding places. They are not a desert species, do not use sand as a substrate. They are humid forest floor dwellers so coconut fibre is recommended with some flat bark pieces as hides. At least part of the enclosure should be a bit warm, around the mid 80's. They sell very small undertank pads designed for critter pals that would be ideal. Measure the temperature right on the substrate surface and change the depth of substrate as needed until you achieve the right temp.

You need to put him in a 10 gallon tank. with either sand or coconut fiber . he is happy if he's scurrying around . if he keeps trying to escape he probably need a bigger home with more hides. to tell mif the temp is right when you get a 10 gallon tank stick a digital thermometer or just one of the plastic types they kepp in the reptile section.
