You could probably find one for cheap on Ebay. Contacting Ford may work, but I doubt they keep manuals around for 7 year old vehicles.
If you're using the manual to do work on the vehicle, go to your local auto parts store and buy a service manual for the vehicle. It'll cost $10-$15 , but they're an excellent resource of information, and will pay for themselves if you use them.

I can only tell you of my experience and I had an 1985 Nissan Truck and was missing the manual. I was able to obtain one at the dealership; because, they had a parts department. If there isn't one there you maybe able to ask them to either order you one or they can give you additional suggestions. It might be cheaper to try a car store. We have one that is called Thrifty Autos and there open 24 hours a day and they maybe able to help you, too - if you have a store like that. Good Luck in your hunt.

if you are desperate for a FREE one, you could try a junkyard and check the glove boxes of some 2000 explorers

since you just got it, go back to the place, where you got your ford, and tell them there was no manuel in it, and they probably would give you 1, or go to the junk yard and find 1.

No, it's a dealer part. They sell them. Maybe you could find one on eBay?
