Within 10-15 years of the mission been given the go ahead, a manned spacecraft could be sent to mars. The next step would be to maintain a permanent human presence on the planet, beginning with small scientific communities (in which the wealthy "space tourist" could enjoy a long visit, more or less 1.5 years). With an increase in martian colonies, the next step would be to terraform the planet - a basic way to do this would be to emit huge levels of green house gases (carbon dioxide) into its atmosphere, thickening the atmosphere. This will trap more heat from the sun, which will melt the planets massive ice deposits, returning seas of liquid water to the martian surface, it will also protect life on the planet from deadly cosmic radiation. With its carbon dioxide (co2) rich atmosphere, mars would become an ideal home for plants and trees to thrive. With them of course, the co2 would be used and oxygen produced, over time the planet would produce sufficient oxygen for humans to survive, whilst maintaining its thick atmosphere. Altogether creating perfect conditions for a second earth. The entire process from start to finish would take 250-300 years, though this is a very ambitious estimate since it is a very costly plan and may not be within in the reach of any single country!

Any time after November, 2008, when there is a good chance Hillary Clinton might get elected as President of the USA. If that happens I would realy look for some other place to live. Mars might be a good choice if you can take along enough food, air and water to last for about 100 years.

never
at least not within your lifetime
since mars does not have a habitable atmosphere, not enough water, as far as we know..
since its most times below zero Celsius, and theres no magnetic field shielding us from getting bombarded with ions from our sun ..
mars isn't a nice place to live.
so even if we ever develop sufficiant technology to get there and stay there, why should we ?
if we ever get so far, we already had so many robot missions on that planet, that we could say 'been there, seen it all, bought the t-shirt'
Once we are able to do so .. We won't have a need to do so

so the answer should be: never

Furthermore: Why send a manned mission there if people start calling it a hoax 30 years later, like they do about apollo.
Theres no real need.

Having anybody bypass to Mars might mean the top of the Earth as all of us are conscious of it. as quickly as that's attainable for anybody to bypass to Mars, you create an get away hatch that would basically be afforded via the prosperous minority who administration society. Mars may well be seen as a clean and unspoilt environment the place the prosperous might set up shop and be loose to rape the earth at their entertainment with out having to stay with the outcomes. Did you not see "physician Strangelove", and what the outcomes have been as quickly simply by fact the controlling minority have been offered with an get away? Cheers!

As soon as someone wants to badly enough. There are no technological reasons people couldn't be living on Mars right now. It would just be very expensive and difficult. -yk

probably never.. the human race can't survive on mars because there isn't enough oxygen. It's possible to make a tank filled with oxygen.. but that would take a lot of work.. maybe in 1000 years it will be possible.
