The internet connection needs to end (in your brothers room) with a wireless router. This will broadcast wireless signals around your home. For your laptop to pick them up it needs a wireless networking card. If it doesn't already have one they are about £20, a wireless router is around £60 for a decent one.
In his room your brother can either plug in a wired connection, or go wireless himself.

Does your brother has a router? If so (I assume it is a wired router), you can plug your laptop into his router with a network cable (CAT5), just as your brother plugs his PC in his router.
If you want to plug the wireless router in his router you have to set up your router as an access point. That is, your brother's router assigns the IP address to your laptop (which is the key here - you cannot connect to his router unless his router assigns an IP address) and the wiress AP connects to the wireless on your laptop.
If your brother has broadband but no router, your router can given both of you access, but then you have to set up his internet connection (which requires username, password and other settings) on your router. This set-up is different for each ISP (service provider).

What type of Internet connection does your brother have in his room?
If it's Ethernet that connects to another router that connects to some form of broadband, then what you need is something called a wireless access point (WAP). You don't need a router.
IF you can't find a WAP with more than one Ethernet port, you will also need an inexpensive hub/switch to connect brothers computer and the WAP.

if your brother is using a modem, plugging in a wireless router, that would work (by plugging in his computer to the router and your laptop connecting wireless) but doing so, you might need to configure the router ^_^

yes you could, but if you are using a wireless router then all you will need is a wireless card for your laptop. You can either get a pcmcia or a usb one but they both work the same. also because it is wireless you will need to configure it.
as for the price. you can get one for roughly £30 on ebay.
