yes you are right , it's so frustrating to order and try to special order from someone who speaks no english ,and the food cost at resturants keeps going up while the labor cost gets lower because they keep hireing illegals why don't they raid the resturants like they do the the construction sights the only ones winning (once again ) is people with power and money

Wrong. In America, you just can't throw someone in jail without just cause.
It is also very naive to think that the majority of the illegal workers hired are for restaurant work when there are so many other fields where they are more prevalent.

Although it might be a good way to punish certain enemies or political dissidents, selective enforcement of the laws against hiring illegal immigrants won't work. Widespread enforcement will. Pat Buchanan wrote a book about this, "State of Emergency". You should check it out.
