A goody two shoes refers to someone who behaves in an annoyingly morally correct manner. The person himself/herself is trying to follow a strict standard of conduct, but is perceived to be taking things too far by his/her peers.

All I can think of is, "He's such a goody two shoes!" I can't think of a good context as an example. Maybe someone else can...

A goody 2 shoes is a person who claims never to do anything wrong.

John said he would never swear, because he is a good two shoes.

Means she was too nice. Did everything properly and would NEVER think of breaking the law(physical or moral), let alone bend it.
