The ribbon is a hard item to get. It drops from the rare monter Vishno in the Pharos At Ridorana around the 48F , and it drops from the level 99 Red Chocobo. It is really hard to get the red chocobo to spawn. It took forever to appear. Kill all 6 chocobos outside of the Jahara, go 2 zones away staying in Ozmone, then go back and repeat. I ran back and forth for a little over an hour before it appeared.
It is also possible to get it out of three different chests, but it's rare for these chests to spawn, and the chests don't always contain the ribbons. One is in a chest in the Pharos At Ridorana (Underground Layer B3F, NW Room), one is in a chest in the Henne Mines East section (Special Mining Site), and one is in Cerobi Steppe (area just north of the Save Crystal). Make sure you wear a Diamond Armlet when you open these chests, it makes it easier to obtain superior items from treasure chests.
