I don't think so. America is a large country but I am not convinced that the people have a very big appetite for s**, you know. And besides, America has also a moderate mortality or death rate. Some Americans are also migrating to other countries every year. So the population will be balanced and the number of children will not be limited.
Well, that's what I hope to happen.

I kinda think they should limit it now. I think its rediculous that some people have 10 or more children. Sure if they can afford them all and take care of them and such providing everything they need and education I dont have a problem with it. But I know so many single women who just go out and get pregnant just so that they can get medicaid or foodstamps. A neighbor girl in an area where I lived as a teenager had 8 kids at 23 yrs old. She started having babies at 15 just to get welfare. Its sad.

According to Mark Steyn's book, America Alone, we are currently procreating at a rate of 2.1 children per couple. That is just enough to maintain current levels, without an explosion. Short of having another baby boom, like that of post WWII, we should be fine. If anything, we need to worry about the fact people are waiting so long to have children; if they have them at all. If we were to fall below the 2.1 birth rate, our population would begin to steadily decline.

Aging population is a bigger issue than overpopulation. If we were to go your plan we would wind up with an ever increasing % of our population above retirement age with less and less of the population being productive.

The US is becoming more of an authoritarian society, so I think this is a possibility. It would take a crisis, such as another terror strike or an economic depression, for such measures to be implemented, though.
