Sand down first with fine grade sandpaper cos I bet they are pretty smooth anyhow?? You are just looking to make a key for the paint here. Then undercoat, and top coat. Easy peasy!

Are the posts previously stained or painted? If they are previuosly painted, you can remove the old paint with a paint stripper and then sand down. If you are going to stain them you have to get to bare wood. If any paint is left on the stain won't penitrate through the paint. If previuosly stained and doesn't have a clear coat you sand down and restain or paint. If the frame has a clear coat over stain follow the instructions as above with the stripper. New paint requires a base primer before painting, of no primer is used bonding issues with paint to wood will occur. Depending on the stain, it may require a clear coat over top of the stain. Clear coats come in matt, flat, gloss, or high gloss finishes. To ilimuninate bonding issues, use primer with paint and with stain make sure you sand all areas first. New wood has what is called a mill glaze. This glaze inhibits the penitration of stain to wood. Always make sure you apply oil based products with oil based products. Latex bases will not bond to oil bases, but oil bases will bond to latex bases.

Remember to pay attention to which way the grain of the wood runs.
