what is worst? flood or drought?

what is worse? A extreme flood like in eastern victoria or extreme drought?

Flood is worse than drought. Flood is sudden and does not give time to victims to migrate. Drought is slow in onset. Victims can migrate to better places.

An extreme flood because it can kill more people unlike and extreme drought where officials can fly aircrafts over areas that are fire prone and drop cooling agents on it.
