There is currently a project going on called OSx86. While it's not very easy, it is possible get get Apples OS X operating system on any PC.

No, OS X only runs on Apple hardware. OS X is not for sale separately, it's included with a Mac.
1. There's tons of software for OS X.
2. Internet speed is excellent.
3. Apple will sue you.

I'm pretty sure that the Mac OS can only work with Mac compatible hardware. That's why it is so expensive to fix a Mac's hardware and to upgrade a Mac.
