The bible says 'In the Beginning God created the heavens and the earth.'
To have an object placed anywhere, it has to have a place to be able to be placed. So the Universe had to be created first so the earth could occupy the space that it's volume/mass would take up.

Probably a few billion years ago. The "days" he made this earth is not able to be determined because a day to him could be many eons to us. Perhaps is on the other side of the universe now creating another, since this one is turning into a disaster.

Before the universe was created there was no time. Time is part of the creation and God is outside of it.

at time zero.
you can't really put an "o'clock" time to it, or time of day, because that kind of time is describing the position of the earth. but back when god created the universe, there was no earth. the planet earth was formed a few billion years after the creation of the universe.

It was around three in the morning. God had been out for a heavy night of beering with all the other deities and as they came down from their drunken revelry they got into that giggly stage where you have lots of silly ideas.
God came up with a plan to create "The Universe", which everyone else thought was a pretty cool idea (except for Lucifer, who thought it was stupid.) Buddha, being a teetotaller and therefore the designated driver, thought that it was "an enlightened and truly transcendental idea, dude!"
Although God came to regret his moment of drunken madness, once all those pesky people started praying to him ("Please God, save my dying wife." "Please God, help the starving people." "Please God, give me a winning lottery ticket.") it was as nothing when compared to his regret at phoning up his ex-girlfriend earlier on that drunken evening and pleading with her to get back together.
