You Will Need A Very High Resolution Scan Of The Photo And A Good Photo Program. Zoom In On The Eye(s) And Use A "Paint Brush" Set To 25% Transparentcy. You May Wish To "Paint" On A New Layer On Top Of Your Photo So You Can Make Changes/Adjustments. When You Get The Picture The Way You Want It You Can "Resize" the Image And Make A Copy. Good Luck!! P.S. There Are Video Tutorials Online (Many Free For Downloading) That Explain How To Do Many Different Effects In Photoshop Try the ADOBE Website To Start.

Well, it would've helped to take a color pick and made everything but your eyes black and white. This is going to be very tricky. You'll need some photo editing software, and you'll need to basically color the eyes your eye color. Either that or take another picture of your eyes and over lay just the colored picture of the eyes onto the black and white. Either way, it will probably look a little odd if you don't have experience in photomanipulation.

hmmm - it's tricky. do you have a negative for that photo ? if u do, scan the negative, and then using Photoshop u can make both color and B/W pictures of them. put them on 2 layers, then set transparency 50% to the color layer, and erase everything except the eyes. then make the layer opaque again, and u have a black and white picture of ur face, with only the color eyes. then merge the 2 layers and save as JPEG, and u're done.

if u don't have a negative for that photo, coz u took it with either a digital camera, or a mobile phone, take a COLOR picture of urself, and then put it in ur computer, and in PS create a duplicate of it in a new layer and grayscale that one, then the process is as described above. it's always easier to greyscale color pictures than turning B/W pictures into color :P

if you can use photoshop or any graphic editing, you can do that easily.

-first make a selection to your eyes using selecting tools (magic wand, laso tools, ...)
-create a layer based on the selected objects
-edit the color using color editing, saturate, hue
-change the layer transparency into apprioriate value.

and then save it.

if you new in graphic editing, you can read a lot of tutorial or ebooks in the net.

I also wanna know! I bought photoshop to try and do it but its sooo confusing! I don't understand how in the heck to use the dumb thing! so I pretty much spent about $200 for nothing until I get time to actually go through and read it.
