Well I'm new to selling things on eBay so I don't really know. If I sell an item how would I receive my payment. Is it by check or cash.

you cannot receive cash- most eBay sellers get money from either paypal, check, or cashier's check. In paypal payments, you can request that a check be sent to you.

You decide how you wish to be paid, Paypal is by far the most common method, then Money Orders, if accepting checks, do state you will wait minimum of 10 days for it to clear-before sending the merchandise. Under no circumstances accept cash (currency in the mail).

The safest way to recieve money is by Paypal. Some seller accept cheques, cash can be used as well as money orders and bank transfers. It just depends on the value of what you are selling as to what method makes sense.
