As long as the diamonds are not "Blood" or "Conflict" diamonds you should be all set.
Loose stones (i.e. Diamonds, Rubies, Garnet, etc) are charged a 0% duty.

As long as you declare them and can show that they aren't prohibited diamonds you should be all set.

There is a lot of regulation involve, and the question is do you have the certificate on these diamonds. My friend wanted me to help them import them, but I found out they were blood diamonds. THis is after Europe required certificates, but before the US enacted the law. THere are a lot of diamonds now floating around that can't be sold because of a lack of proof of origins. Most legitimate diamonds are traded in a closed society, and common folks would not have access to them. You need to contact customs if you want to bring them here, and probably pay and exorbatant tax on it. The next major problem would to pay for a cutter. They are difficult to find, because they usually don't want to anger their supplier, but it's a lot easier back when De Beers control over 90% of all Diamonds.

That is very easy. Just pay the taxes on what you import. Contact your nearest Chamber of Commerce. They can guide you through the process and refer you to the proper authorities.
