I live in Reno Nv. and last night I witnessed lights in the sky. Very odd lights above a huge cloud.?

Did anyone else see this? It was around 10:00 P.M. and later.
I tried to film it but they were not bright enough to be caught on cam corder. They would have been in the Northern sky. My hubby saw it too and at first tought it was a search light. There was no lights beaming from the earth up. It was just inside the cloud or above it.

The fires had nothing to do with these lights. They were going in a rotation and they were patterened. Same circle and constant.
Those fires have been going on for days and this has just appeared tonight. Thur. June 28th.
