Cosmopolitan means between a lot of different places, and metropolitan means the one city. If you had a person that really seems to live everywhere, you could call them very cosmopolitan. If they really just live in the city, they'd be metropolitan. Cosmopolitan also has a sense of international understanding about it, like the person who knows how they live in Paris and in London... they've been around.

My first inclination is that cosmopolitan is the world, while metropolitan is the city. That is without looking them up in the dictionary.
